The CBAM Annual Package
Compliance year after year, not a project restarted from scratch
CBAM doesn't end with a single declaration. Since the definitive phase (1 January 2026), obligations are continuous: a de minimis threshold monitored all year, quarterly cumulative emissions, an annual declaration and certificate surrender by 30 September. The Annual Package is the subscription through which CarbonDRI tracks these deadlines on your behalf, every compliance year.
What is the CBAM Annual Package? A continuous compliance subscription for companies importing CBAM products above the de minimis threshold — or approaching it. Unlike the CBAM reporting service (a one-off delivery, a single declaration), the Annual Package accompanies you all year: we collect data quarterly, monitor the threshold, prepare the declaration and estimate the certificate budget, year after year, without restarting the process from scratch each time.
Why CBAM compliance requires a subscription, not a one-off project
The CBAM definitive phase isn't an obligation you tick off once a year. You must continuously track your cumulative imports against the 50-tonne/year de minimis threshold — exceeding it mid-year brings you retroactively back under all obligations, for the entire year. You must track accumulated emissions each quarter, per the CBAM registry requirement. And the regulation itself keeps moving: the Omnibus package (Reg. 2025/2083) already changed the threshold, deadlines and certificate percentages in October 2025, and some sector thresholds (e.g. aluminium) are still under discussion at EU level. A one-off report gives you no visibility throughout the year — a subscription does.
What the subscription includes
Quarterly data collection
We contact your non-EU suppliers and collect the necessary emissions data every quarter, not just once a year before the deadline.
De minimis threshold monitoring
We track your cumulative imports against the 50-tonne/year threshold and alert you early if you risk exceeding it during the year.
Annual declaration, prepared early
We prepare and file the annual CBAM declaration, due 30 September, without last-minute pressure, based on data already collected throughout the year.
Certificate budget estimate and updates
We periodically re-estimate certificate needs based on actual volumes and the EU ETS price, so you're not surprised by a large sum at year-end.
Regulatory change alerts
The CBAM regulation changes — we actively inform you of any modification relevant to your sector and import volume, included in the subscription.
Authorised declarant status support
In your first subscription year, we help you with the authorised CBAM declarant registration file, if you don't already have this status.
One-off project vs. annual subscription
| Aspect | One-off CBAM service | CBAM Annual Package |
|---|---|---|
| Supplier data collection | Once, before the declaration | Quarterly, all year |
| De minimis threshold monitoring | Not included | Continuous, with alerts |
| Regulatory changes | Not actively tracked | Monitored and communicated |
| Suited for | A single isolated declaration, one specific year | Companies with recurring imports, year after year |

How the compliance year works
- 01
Onboarding and initial collection
We identify CBAM products, CN codes, non-EU suppliers and available data sources. We start from what you already have, without reinventing the process.
- 02
Quarterly monitoring
Each quarter we update the cumulative import total against the de minimis threshold and collect emissions data as it becomes available, not all at once at year-end.
- 03
Declaration preparation
With data already collected along the way, we prepare the annual declaration early, not in the last weeks before the deadline.
- 04
Filing and certificate surrender
We file the declaration and coordinate certificate surrender by the 30 September deadline of the year following the import.
- 05
Renewal for the next year
The subscription renews — we resume the cycle with your company's history already documented, without starting from scratch.
Frequently asked questions about the CBAM Annual Package
What's the difference between this package and the one-off CBAM reporting service?
The one-off service delivers a declaration for one year, a single time. The Annual Package is a subscription: we monitor your company all year, collect data quarterly from suppliers, track the 50-tonne threshold and prepare the declaration again, year after year, without restarting the process from scratch each time.
What happens if I exceed the 50-tonne threshold during the year?
Exceeding the 50-tonne/year de minimis threshold brings you fully back under CBAM obligations for that entire calendar year, retroactively across all imports. We monitor the quarterly cumulative total of your imports and alert you early, before you unknowingly exceed the threshold.
Who actually buys the CBAM certificates — you or my company?
CBAM certificates are purchased directly by your company (as the authorised CBAM declarant) through the EU's central platform, available from February 2027 for 2026 emissions. We calculate the requirement and estimate the budget; the purchase remains the legal responsibility of the authorised declarant.
What happens if the CBAM regulation changes during the year?
The CBAM regulation has already been amended through the Omnibus package (Reg. 2025/2083) and remains under active review in EU institutions. We monitor changes relevant to your sector and inform you, at no extra cost, as part of the subscription.
Can I stop the subscription after one year?
Yes. The Annual Package renews at each compliance cycle, with no multi-year commitment. If you no longer need the service — for example, you've dropped below the de minimis threshold — you can decline renewal.
